Sierra Leone Finance ministry trains new roll-out MDAs on IFMIS, Chart Accounts

Sierra Leone– The Public Financial Management Reform Unit (PFMRU) in the Ministry of Finance and Economic Development has started a ten -day training for representatives of new roll- out Ministries, Departments and Agencies (MDAs) on the Integrated Financial Management Information System (IFMIS) and the chart of Accounts.

The training started on Wednesday 10th February 2016 and ended yesterday, 23rd February 2016 at the IFMIS training room of the Accountant General’s Department. The training was sponsored by the Public Financial Management Improvement and Consolidation Project (PFMICP) through funds donated by donor partners, notably World Bank, DFID and the AFDB.

The objective of the training included the following:

  • providing a detailed understanding of the 27 digit chart of accounts
  • providing a detailed understanding of the various IFMIS modules
  • Detailed understanding of the various issues encountered by MDAs
  • Understand the different types of Reports produced by IFMIS

The representatives of the MDAS were as follows:

Ministry of Internal Affairs; Ministry of Trade and Industry; Ministry of Water Resources; Ministry of Mines and Mineral Resources; Ministry of Fisheries and Marine Resources; Immigration Department; Parliament; Audit Service Sierra Leone.

According to the Senior Financial Management Officer at PFMRU, Claudia Johnson, the rationale behind the training was to train new users of IFMIS, representing the above mentioned MDAs to effectively use the system.

She further stated that the Integrated Financial Management Information System  IFMIS) is provided by Free Balance PLC based in Canada, adding that the service of Free balance was contracted by the Government of Sierra Leone under the Institutional Reform Capacity Building Project ( IRCBP} .

The Senior Financial Management Officer pointed out that it was implemented at the Accountant General’s Department in June 2005 and later rolled – out to other MDAs which are currently using the system in processing transactions within their Ministries, Departments and Agencies.
